Can I rely on a Hong Kong INDEX record when licensing an AI film in the US or EU?

An INDEX record helps organise evidence; it does not decide copyright protection or satisfy every territory’s rules. Hong Kong’s computer-generated-work framework, US human-authorship analysis and EU AI transparency obligations address different questions. Prepare the human creative contribution, source-material permissions, tool terms and version history; define the territory, media, use and parties for the proposed deal. Check the current rules for that specific release and obtain qualified advice where ownership or obligations are uncertain. Festival eligibility, an accreditation and an INDEX identifier do not replace that assessment.
